		<description>Is my opinion that the &quot;honorary&quot; membership is the right option for your situation.  I recalled that I had the same situation in my previous school some years ago.  I was told by National that the students should not be &quot;punish&quot; if they don&#039;t have a Spanish class to take but nevertheless they are not considered active members.  They could not participate in the junior travel or the senior scholarship competition or hold a position such as secretary, or president.  In our chapter we are going to use cords for graduation and the students are not going to receive one if they are not active members.</description>
